CHAPTER 4. LOCAL SELF-GOVERNMENT

Article 77

1. Councils of People's Deputies of cities, districts, villages (townships), which are administrative-territorial units of the republic, shall be included in the unified system of representative bodies of state power of the Pridnestrovian Moldavian Republic.

2. Deputies of city and regional, rural (settlement) Soviets of People's Deputies shall be elected on the basis of universal, equal and direct suffrage by secret ballot by the population of the corresponding administrative-territorial units for a period of 5 years.

District Councils of People's Deputies shall be formed on the principle of representing the interests of the population and the territories that make up the districts. The deputies of the district Council of People's Deputies by office shall be the heads of the administrations of villages (townships) elected by the population of the respective territories.

The competence, procedure for holding elections (forming), the basic principles of the activities of representative bodies of state power and local self-government shall be determined by law.

Article 78

1. State administrations of cities and districts, which are administrative-territorial units of the republic, shall be included in the unified system of executive bodies of state power of the Pridnestrovian Moldavian Republic and shall exercise the functions of state administration in cities and in the territories of districts of the Pridnestrovian Moldavian Republic.

2. The head of the state administration of the city (region) shall be appointed by the President of the Pridnestrovian Moldavian Republic on the proposal of the Chairman of the Government of the Pridnestrovian Moldavian Republic.

The head of the state administration of a city (region) shall be dismissed by the President of the Pridnestrovian Moldavian Republic on the proposal of the Chairman of the Government of the Pridnestrovian Moldavian Republic.

3. Competence, basic principles of local government activities shall be established by law.

Article 79

The system of local self-government, the order of establishment, basic principles of functioning, financial and economic basis, as well as state guarantees of independence of local self-government shall be governed by legislation of the Pridnestrovian Moldavian Republic.
