Judge Secretary of the Constitutional Court of the Pridnestrovskaia Moldavskaia Respublika is appointed to the post by the Chairman out of the number of judges of the Constitutional Court of the Pridnestrovskaia Moldavskaia Respublika.

Kosinskiy Vyacheslav Nikolaevich was born on October 19, 1963 in the village of Zarechie Ovruchskiy district Zhitomir region of the Ukrainian Soviet Socialist Republic.

In 1988 finished Kishinev militia secondary-special school.

From 1988 till 1990 took the service in the Ministry of Internal Affairs of the USSR, from 1990 till 1998 took the service in the Ministry of Internal Affairs of the Pridnestrovskaia Moldavskaia Respublika as an investigator.

From 1998 occupies the position of Judge of the Tiraspol City Court. In 1998 graduated from the Law Faculty of Pridnestrovian State University named after T.G. Shevchenko by correspondence. In 2003 perpetually nominated as Judge. The Judge of the Superior Qualification Class.

Awarded with the Diploma of the President of the Pridnestrovskaia Moldavskaia Respublika (2003), medal “For faultless service of III degree” (2004), breastplate “Duty, Honour, Courage“ (2007), medal “For fidelity to the Duty and Fatherland“ (2008).

By the Resolution of the Supreme Soviet of the Pridnestrovskaia Moldavskaia Respublika No. 2611 from July 22, 2009 "About appointment of judges of the Constitutional Court of the Pridnestrovskaia Moldavskaia Respublika" appointed the Judge of the Constitutional Court.
